The best way to get ammonium nitrate is as a fertilizer. Its not your typical garden fertilizer, so you will have to get lucky. Rural areas are more likely to have it because of farms. I would be cautious about asking too many questions concerning this, everybody is on the lookout since the OK city bombing, purchasers of large quantities are reported to the appropriate gov't entity.

You can make it by mixing equal amounts of ammonia and nitric acid, a big waste of nitric acid if you ask me. I have more detailed instructions at my website

To make ammonium nitrate you can mixture HNO3 with Ammonia (50/50) in a cold bath.
Let the water evaporate, and now you have
Ammoniun nitrate.

Be careful what fertiliser you buy (or steal or beg for ). Some only contains something like 14% AN which is really crappy and just melts (like I discovered!)
