A bullet or shotgun shell is affixed firmly to a board with a pipe clamp and screws. That is to say, the brass casing is affixed--the lead bullet itself is NOT.

A cigarette is lit and the unburned shaft is placed directly on the primer of the bullet or shell. A needle is used to hold it there.

When the cigarette burns down and the heat touches the primer, it will fire it and thus fire the bullet or shell.

The cigarette doubles as a time delay thus allowing the terrorist to escape several minutes before the device is fired.
