You can purchase many bacterial and viril specimens from www.atcc.com . For example, You can purchase botulism for only $164. It even tells you how to grow it and what substrate to grow it on(which they sell). You can buy AIDS for a mere $20. You don't need a special licesnce, all you need is to sign a form that says you accept responablity for what you do with them.
They not only sell biological warfare agents agaist humans, but they also have an entire section for plants. With all the geneticaly modified food nowadays, one virus could wipe out an entire countries staple crop.

i know that sounds like a good thing (and hell it probly is) but they nodoubtedly keep Meticulous track of who buys what and what they buy. I also think this is mandated my the gov. But maybe it is just mandated when that shit leaves the country. I would use the same catious aproach that you would use from buying from a chem supplier.

You could always look at the map for the location of the ATCC dispatching warehouse, and then order a sample of highly dangerous spores / virii / bacteria etc to a actual existing university.

But make sure the university you select is placed on the geographical map so that the truck that is delivering the dangerous materials has to pass along a long lone and isolated road.

This is where you set up some kind of barricade, stop the truck, subdue ( subdue as knock out, not kill ) the driver whilst wearing a balaclava so he can't identify you and loot the cargo to get your order
Easy...... unless the trucks are specially designed so that they cannot cause a public hazard if they turn over / involved in a crash.
The trucks might also be built to withstand just this kind of hold up, and be armoured.
This could complications, but nothing the keys in the glove compartment couldn't handle
