Would there be a possibility of making a street light changer, eg changing the go light to stop, or stop to go???

well you would probly have to get into the box that holds the controls for the light. i doubt you could do it electronicly. I have seen guys standing on busy street corners changinf the light to let people go through quicker. but they have a little hand held device hooked up to the box it self

Yes.
Yes indeed there is a way to change a street light.
Ambulances and firetrucks have small strobe lights on their vehicles which emit flashes of light. On the main routes and all large intersections there are sensors which detect these flashes and when received they will change to green for the emergency vehicles.
The only thing is that not all intersections have these unless the city is a large metropolitan city. Otherwise they will only be featured on the emergency routes for the emergency crews.
If you directed a strobe light toward one of these sensors which look like small boxes ontop of the lights themselves it will turn green. But since the light of a strobe light being emitted from someones car would look very conspicuous it would not be very ideal. In THEORY using an IR ( infra red, invisible to the human eye ) strobe would also provide this function of turning the light green.

It also works if you simply flash your brights on your car. Like said before, it only works on certain lights.
